Dole's remarks were considered extraordinary because of his role as Republican leader, and interpreted by many in the party as a nudge for Coleman to run. Charles Grassley of Iowa, lectured Dole "to bite his tongue" and show respect for party nominating processes.

Phil Gramm, chairman of the National Republican Senatorial Committee, said: "The Republican Party of Virginia has spoken and I intend to support statement saying his "main priority in Virginia, as in every other state, is winning the Senate seat for the Republican Party." But Dole's statement did not endorse North and again noted that Dole had agreed to Coleman's request for a meeting. Coleman advisers say he likely would join the Senate GOP caucus if elected.

"Certainly I would be happy to meet with Oliver North as well," Dole said. He was in France for D-Day events and not available to elaborate. Criminal drug tax barred WASHINGTON The Supreme Court, thwarting what was once considered a potent anti-crime strategy, barred states Monday from forcing drug offenders to pay a tax in addition to their criminal fines.

Such drug-possession taxes are barred by the Constitution's ban on double punishment for the same crime, the court said. The ruling marked the first time the court has concluded a tax can amount to double jeopardy. An Amtrak train hit a gravel truck Monday at an unmarked private rail crossing, killing the truck driver and injuring more than a dozen train passengers.
