investigation revealed that she had issued a phony license to herself, said Dave Urbanek, a spokesman for Gov. George Ryan, who was secretary of state at the time. Marion Seibel, 61, was charged with taking the payoffs while she was a supervisor at the secretary of state's McCook licensing facility in Chicago's southwest suburbs. Prosecutors said that Seibel charged between $150 and $800 per license. Some of the bribe payments also were made in the form of political contributions, according to the criminal complaint. and Pearl Duncans Jones. He was a construction worker, a member of Teamsters Local 279 and a member of Mount Calvary Baptist Church. He married Nora Robinson in Decatur on April 12, 1980. Melissa was born in Decatur on Aug. 17, 1927, the daughter of Oliver Perry and Dorothy Keister Parks. She was retired from the telephone company after 41 years of service, had lived in Arizona since 1975 and was a member of Eternal Life Lutheran Church.

Surviving are her son, Kent and wife Kim of Wickenburg; daughter, Karen of Rancho Cuca-monga, brothers, Jack, Burl, Clark and Dale Parks; sisters, Sharon Holman, Patricia Roof; LaDonna Swetman and Jacqueline West; grandchildren, Laura Ryon, Yolanda and Tony Killen. She married George W. Richards in Decatur on March 28, 1953.

Madigan calls for annual pollution tests on big trucks SPRINGFIELD (AP) The semis belching diesel exhaust into the air of Illinois' major urban areas should be tested to ensure they comply with pollution laws, House Speaker Michael Madigan said Tuesday. Madigan proposed annual tests of large trucks registered in the Chicago and East St. Louis areas. Spot tests of all trucks traveling in those areas should be used to catch heavy polluters passing through from other places, he added. "I view this as part of a state transportation program," the Chicago Democrat said.

"I think air pollution ought to be right up on the table with everything else" Ron Burke of the American Lung Association's Chicago chapter said testing trucks probably would be cheaper than the current program to test cars, which he said costs roughly $25 million. Burke said similar testing programs in other states have found more than one-third of trucks violating pollution limits. In California's case, testing has brought the failure rate down to 8 percent.
