SHTRT.EY To By Don McLood Washington (AP) Republican Chairman Bill Brock says the GOP has been wrong for 40 years because of a knee-jerk reaction to the Great Depression and now must change its ways to win over working-class support. The Democrats have not been all right, either, Brock said in an amazing appeal to organized labor recently, but they have at least recognized problems the GOP would not admit. Speaking to the annual legislative conference of the Communications Workers of America, Brock recalled that Republicans were in the majority when the economy collapsed in 1929, but lost the Congress and the White House in the next two elections. "That experience really cast both' parties in, I think, an unfortunate situation," Brock said. The Democrat Party seemed at that time to sort of opt toward government as the answer to every problem.

The Republican Party chose the alternative route, and they said the enterprise system can do everything. "And for 40 years," he said, "we've been like two ships passing in the night. That's utterly ridiculous because government isn't the answer to all of our problems, but neither is the enterprise system. "The Republicans in too many cases, in my opinion, sat back and said, 'Well, we don't want government to do it." Brock said. "All the Republican Party was doing when it said that was, 'We don't recognize there's a "When people say, 'I've got a choice between somebody who recognizes the problem and is going to give me the wrong answer and somebody that doesn't recognize the they'll choose the guy that recognizes at least that there's a problem," Brock said.

"What I'm trying to do now, what I pray that this party will do is (A) recognize the problem and (B) begin to deal with it," he said. Brock admitted to the labor leaders that "this party of mine very much needs your participation." But he also said labor has a better chance of getting results by taking part in Republican politics. "The Republican Party right now is pretty much up for grabs in terms of who wants to have a voice in it," he said. "The line is very short. We're small, we're thin, and you can have a quick impact." John White, the Democratic Party chairman who shared the platform with Brock, shared Brock's call for more citizen involvement in politics.

But White also said his party "has responded to the need of the people better than any political party in the history of the country." Brock also told the convention that as many as 30 percent of the nation's elected officials are unprincipled "Mugwumps" who only care about getting reelected and don't belong in office. "The majority are good people," he said. "The problem is we've got some percentage, whether it's 10 or 15 or maybe as much as 30, that ought not be there. They've got no values, no principles. All they care about is getting re-elected.

"We're electing people that couldn't hold down a job at 10 percent of that salary in their own hometown," he said, "and that's what's wrong."
