LOUIS (AP) It will cost $7.5 million and take one year to remove trash left throughout the city since municipal garbage pickup was stopped three years ago, a new report says. The cleanup would be a step toward resuming garbage pickup discontinued because of the city's financial problems, said mayoral spokeswoman Daphne Wright.

In recent years, some residents have contracted with private services, but most have dumped trash wherever they found space. The new garbage plan was written by Woolpert Consultants of Fairview Heights and commissioned by the East St. Louis Community Fund, created in January to manage $7 million awarded the city in a lawsuit. The fund paid for the study, but it is not clear, who would pay for the garbage cleanup. It also was unclear whether the city or private companies would handle the cleanup and long-term garbage service, said fund board member John E.

Dobbins Jr. "I don't think it's reasonable to assume that anyone can come up with $8 million at this point," Dobbins said. "It's really the decision of the mayor and the alderman to determine where the money comes from." Mounting trash is among a host of problems in the financially beleaguered city. Police and fire vehicles break down or run out of gas regularly, and city employees have gone for weeks without paychecks. City Hall was given away in September to a man disabled in a jail beating.

The city couldn't pay $3.4 million in damages the court had awarded him. The community fund consists of six court-appointed members who are to allocate the $7 million from the lawsuit for educational and vocational training, health care, housing and community development. The money comes from a fine levied on former Wall Street brokerage firm Matthews Wright, convicted of fraud in a failed riverfront development plan. Mr. Bell was born in Teague, Texas, on Feb. 18, 1912, son of Lonnie and Lura Reeves Bell. He has been with Plumbers Pipe Fitters Local 65 for 35 years and was a member of the Mound Chapel Church of God. He married Erma Cochran in 1937.

Surviving are his wife; son, Gordon Bell and wife, Paula of Decatur; daughters, Linda Dunn and husband Scott of Spring, Texas; Marcy York and husband Matt of Decatur; brother, William Bell of Orange, Texas; eight grandchildren. He was involved in the operation of a retail grocery store in California and also belonged to Local 775 of the retail clerks union in San Carlos, Calif. Surviving are his longtime friend, Lovena Lamb of Decatur; son, Ralph Pace of San Carlos, daughter, Donna Pace of San Carlos; sisters, Mrs. Gill Granieri and Mrs. Florence Res-sel, both of Sonoma, Calif. During the brief organizational meeting, the eight-member Legislative Redistricting Commission chose Sen. Jerome Joyce, D-Reddick, as chairman. Joyce was elected after the group split 4-4 along party lines, with Republicans backing Sen. Frank Watson, R-Greenville.

Watson dropped out of the race to break the impasse and was elected vice chairman. Joyce said the commission's four Democrats and four Republicans will try to avoid a partisan deadlock. "I think all of the members are veterans at this sort of thing, and I would hope we could come to an agreement everyone can live with," he said. Every 10 years, the General Assembly's legislative districts must be changed to reflect changes in population. The results will influence which party controls the legislature for the next decade.

The commission was appointed by legislative leaders after Republican Gov. Jim Edgar vetoed the map approved last month by the General Assembly's Democratic majority. Joyce said that map be helpful to the commission, but Watson said the commission would ignore the map and start from scratch. If the members split along party lines over a proposal, the name of a Democrat or Republican will be randomly drawn to serve as a tiebreaker. Leaders of both parties have said they expect any recommendation from the commission to be challenged in court.

Rep. Michel suggests 4 for judgeship WASHINGTON (AP) Four men have been recommended for a new judgeship on the federal court in Southern Illinois, House Minority Leader Bob Michel said Wednesday. The candidates are Phil Gilbert of Carbondale, Frederick Hess of Belleville, J. Thomas Long of Alton and Randy Patchett of Marion. "Each one has an exceptional background and would be well-qualified for the position," said Michel, R-Peoria.

As the top Illinois Republican in Congress, Michel recommends judicial candidates to the Bush administration. Freeport laundry owner murdered FREEPORT (AP) An owner of a laundry and dry cleaners was found slain Wednesday in what police said was the first homicide in Freeport in three years. Sandra Steingraeber, 56, was found dead about 1:30 a.m. at her business, said detective Dave Snyders. Snyders said the woman died of a blunt trauma.

He declined further comment on the nature of her death. No arrests have been made, and no one was being held for questioning late Wednesday, Snyders said.
