The company mailed the new offer to the 260 members of -Local 24 of the Brotherhood of Railway Carmen who have been on strike since Feb. 4. Raymond Taylo of Clinton, president of Local 24, said the union would outline its position more fully in a forthcoming statement.

The union and company previously had been respecting a mutually agreed upon news blackout on the strike. James Roberts, the Clinton plant manager, said Wednesday that a state Sullivan crop duster uninjured in crash on Sandoval farm Sandoval, ill. (AP) Police say they still don't know what caused a single-engine crop-dusting plane loaded with liquid nitrogen to crash in a field northwest of here. A preliminary investigation revealed that the Grumman plane owned and operated by Jean Wood of Sullivan went down Wednesday as a result of motor trouble. Illinois State Police said.

Wood was unhurt. Trooper James Collins said the pilot told him that the plane, which had been flown only 62 hours, "lost power and the engine cut out. It sputtered once, cut out again and flipped over." Collins said the pilot was spraying liquid nitrogen, a fertilizer, in a field when it crashed on a nearby farm. Investigators from the Federal Aeronautics Administration were dispatched to the scene to help determine the cause, authorities said.
