LOUIS (UP) The Chicago Cubs and Detroit Tigers are 3 to 2 favorites to win the 1936 major league pennants, according to odds posted last night by Tom Kearney, St. Louis betting commissioner. The St. Louis Cardinals are quoted at 3 to 1, and the Boston Red Sox at 2 to 1. Other odds: National: New York Giants, 4 to 1 Pittsburgh, 6 to Cincinnati, 20 to Brooklyn, 40 to Philadelphia, 100 tp Boston Braves, 100 to 1.

"Strange as it sounds, I believe that Allison, at 31 years old, is just arriving at his full powers. Also, there's every reason to expect Donald Budge to continue to show improvement.

I have a strong hunch Allison and Budge will turn the trick this year." The final touch to the roseate picture is furnished by an artist. Like Wear, she's counting heavily on Allison and Budge, with more emphasis on the young California red head.

"It has been years since 1 played but I'm going to get out there every day and teach him all I can." The veteran Ossie Bluege, Ralph Kress and Alan Strange also are shortstop contenders but Harris doubts if either can hold up through a long season. Buddy Myer, league batting champion, will be at second base, unless the unexpected happens and he is sold, and Joe Kuhel is set for first. Hill likely will start in left field, with Reynolds in right and Powell in center.

Hill will be lead-off in the batting order with Myer third and Powell as clean-up. Besides Lewis, a trio of hurlers Dick Lanahan, Kendall Chase and Henry Coppola are the chief rookie hopes. After a thorough investigation, the Western conference announced a plethora of outfielders and an uncertain left side of the infield. A rookie -from Chattanooga, John (Buddy) Lewis, is slated for third base, so Travis will go to the Orlando Spring, camp identified as a shortstop. Harris says Lewis is a better fielder than Travis and has "one of the best strokes at bat I've ever seen." However, he's unseasoned, just 19, and hit only .303 in the Southern Association. NEW YORK (AP) The Olympic fire isn't the only thing burning these days in the sports field. America's hopes at recapturing the international tennis Davis cup just a flicker the last couple of years have grown into a man-sized flame fanned by recent developments.

Fred Perry, who is the backbone of Great Britain's cup-holding contingent, still is bothered by the injury he suffered when he fell in the first set of his semi-final match against Wilmer Allison in the American championship last September. For a couple of years experts have been singing the swan-song of Australia's Jack Crawford and his defeat by Adrian Quist in the final make it seem his competitive sun is slowly and surely setting, of the Australian championship In themselves those developments are viewed as hopeful signs by American court enthusiasts. Perry and Crawford constitute the main barriers in Uncle Sam's path to winning the cup this year, although Germany with Von Cramm may figure more formidable and dangerous than ever. But that's not all. Joe Wear, non-playing captain of our 1935 team, which went down to a 5 to 0 defeat before Perry and Bunny Austin, sees an American victory without any contingency on the truth of the reports of the status of Perry and Crawford.

"Allison's straight-set victory over Perry last year wasn't a fluke," said Wear. "I'm a great admirer of Perry, but I say in all fairness that it was clearly satisfied that the Ohio governor was merely joking last October when he said 15 Ohio State football players were on the state payroll and insinuated that football prowess got them their Giant Infield Worries Vanish as Koenig Signs NEW YORK (AP) Any infield worries Manager Bill Terry of the Giants may have had, vanished yesterday with the receipt of the signed contract of Mark Koenig. the durable veteran who was a life saver for the Giants at second, third and shortstop last season The signing of Koenig brings every contender for posts in the Giant fnfield into the fold. "Think of the break for us if han saw little duty and Coppola was handicapped by a sore arm. Chase is a Florida semi-pro.

With the exception of the Rookie group, the addition of James De- iravis can hold down the short stop job," Harris said. "If he makes Umpire Resigns, Frick Refuses to Accept It NEW YORK (UP) Dolly Stark, recently named as the most efficient and popular umpire in the National league, has tendered his resignation, President Ford Frick said yesterday. Frick said he had not accepted it and planned to try to persuade Stark to serve one more year. Stark said in a letter to Frick that he wanted to get into some other buusiness before he was too old. Eight teams will compete in the state DeMolay basketball tournament to be held at the Armory on Feb. 7 and 8, it has been announced by Walter Murfin, athletic chairman of the local Jerome R. Gorin chapter. There are eight districts in the state and only winners of the tourneys now being conducted will be entered in the state event. Decatur's five is in the semi-finals of district three and meets the winner of the Champaign Bloomington game next week.

Four games are booked on the opening program Friday night, Feb. 7. Games will be played at 7, 8, 9 and 10 p. m. with semi-finals Saturday afternoon, Feb.

Ray Hanson, veteran Macomb coach, has some nice things to say about Millikin after last Friday's game. Here is what Coach Hanson writes: "The only reason we beat Millikin last Friday was luck at the basket in the second half. Leo Johnson has a great team but we were too "hot" for them in the second half. Millikin was the best team to appear here this season." Harold Roettger, who has been a member of the Herald-Review sports staff since September, leaves today for St. Louis where he will join the St.

All of Niantic high school's basketball fans have been busy congratulating Coach Lyle Short and his Niantic cagers for their Macon county basketball title won last Saturday. It was the first time in history that Niantic had captured county honors and was the third time that Macon landed the runner-up berth. Coach Short's boys have been improving with every game of late although their semi-final conquest over Mt Zion was a mild surprise.

This county title and the enlargement of its gym should add considerable interest to basketball at Niantic. Governor Davey later said he was merely joking but the Western conference ordered two separate investigations with yesterday's result that all 15 players were absolved from all insinuations and charges. Two Keports Given Two individual reports were made one by Major John L.

Griffith as athletic commissioner of the conference and another by the conference infractions committee consisting of Prof. W. J. Moen-khaus. Indiana University and Prof.

A. C. Callen of Illinois. Major Griffith investigated the athletic side of the "joke" to determine if any of the 15 should be ruled ineligible from further competition; the infractions committee investigated the matter as a whole to determine whether non-athletes as well as athletes were given an equal chance at employment at Ohio State. 'It seems clear, first, that the 15 football men who were employed bv the state of Ohio from November 1, 1934 to November 1.

1935, obtained their appointments on their own initiative and through the help of personal friends," said Major Griffith's report. "Second, that they were paid at the same rate as others who were not engaged in athletics; third, that there was no disproportion in the number of jobs held by athletes, and, fourth that their work was so arranged that it would not interfere with their University In collecting evidence for his report, Major Griffith obtained ments from the heads of the state departments giving the number of Ohio State students employed, their work performed and their pay. Further, Governor Davey wrote a letter outlining the requirements for their work and the work done by the athletes. The infractions committee reported it found no favoritism of athletes in obtaining state jobs. The balmy weather of the past few days has made it impossible to open the big Olympic run and the bobbers haven't a thing to do except to eat their usual five square meals Their sleds have been at the starting point for several days, thoroughly slicked up and ready for action when winter comes. J. Hubert Stevens, of Lake Placid, N. veteran captain of the team, made a serious effort yesterday to arrange some sort of an athletic contest against the German bobbers. Right now it looks like it might be soccer.

If it is it should be one of the athletic spectacles of the age. Ivan Brown of Keene Valley, N. lightest man on the American team, weighs 190 pounds. The others are really big. The well-known jinx on the Winter Olympics which has threatened to turn Garmisch-Partenkirchen to a summer resort has been really poisonous only to the bobbers, however.

There's plenty of snow on the slopes of the surrounding mountains for the skiers and the ski jump is in grand shape. Reisser Lake, where the speed-skaters are practising, remains solidly frozen.
