MATTOON Four male juveniles were cited Wednesday and released for burglary and criminal damage to property. The boys, ranging in age from 13 to 15, allegedly burglarized Howell Asphalt Clark Foundry, Washington Elementary School, Armstrong Center and the Mattoon School District bus garage. The Mattoon Police Department described the burglaries as acts of general ransacking.

However, Ferre told the committee Wednesday, "We cannot take these people and give them NTAs and think we're off the hook." He said the hospital at first seeks payment from the person or through his insurance. However, most of these people have no assets or insurance, Ferre said.
