A grievance is a complaint or dispute between the employer and the union or an employee about the meaning or interpretation of the deputies' contract. Holsapple said he could not comment on the grievance.

By DAWN MORVILLE Herald Review Staff Writer The union representing Macon County sheriff's deputies has filed a grievance against Sheriff Lee Holsapple and the county for allegedly using auxiliary deputies while regular deputies are on layoff. The grievance is scheduled for arbitration Monday.

An arbitrator and representatives for the county and the American Federation of State, County and Municipal Employees will be present at the closed meeting. Deputies are members of AFSCME Local 1894. Union President John Kendall said the grievance was filed early this year on behalf of Paul Dudra. He and three other deputies were laid off in November 1985 by then-Sheriff Stephen D. Fisher to save money in his tight budget All have been recalled except Dudra.

He has worked as a radio 30q status. The other deputies are Michael Sheffield, Jeffrey Doyle and Dan-ielBurris. At the time they were laid off, Fisher also ended the volunteer auxiliary deputy program. Holsapple started the program again after he assumed office Dec. 1, 1986.

Kendall said the grievance claims that the auxiliary deputies are being used in place of a regular deputy. "They are using free help to take the place of a certified deputy," he said. When deputies or correctional officers call in sick, Kendall said an auxiliary may be called to work in their place.
