H. (AP) The United Nations monetary conference, after three weeks of hard work, comes to an end tonight with the signing of documents for an international monetary fund and a world bank for reconstruction and development. These two projects, which a conte terence resolution termed "important for peace and subsequently will be put before the legislative bodies of 44 united and associated nations for ap- proval. Eight Billion Dollars They are expected to come before the American Congress some time early next year. The successful conclusion of the conference's labors was reached da with an agreement for an eight billion eight whose purpose will be to million dollar reconstruction loans and guarantee those of private investors in post-war struction and development projects.

The monetary fund, which also totals eight billion eight hundred million dollars, is designed to promote international trade by viding foreign exchange, or currency, to those nations who may be short of it because they are unable as much abroad as they import. U. S. Fund Biggest Of the total bank capital, the United States will subscribe three billion one hundred and seventyfive million dollars, the United Kingdom one billion three hundred million dollars, the Soviet Union 900 million dollars, China 600 million dollars, and France 450 million dollars, with the remainder apportioned among 39 other tions in varying amounts. Only 20 per cent of the subscriptions will be in gold and cy.

The other 80 per cent will be held by each country as a reserve for guaranteeing loans. The convention will close with a dinner and plenary session tonight at which Treasury Secretary Henry Morgenthau, president of the conference, and Lord Keynes, head of the British delegation, will make the principal addresses. Mattoon Boy Listed As Officially Dead Mattoon (Staff) Mrs. Clay Cutler has received word from the War department that her son, Staff Sgt. Howard Koppen, is presumed dead after being listed as missing in action for more than two years.

The message stated that a recent survey of his record provided no further information. Sergeant Koppen was stationed in the Philippines at the outbreak of war and was reported missing on May 7. 1942. He was a mechanic in the army air corps. Surviving besides his mother are two brothers, Seaman Second Class Mack Koppen, stationed in Virginia and Pfc.

Harry Koppen, now serving overseas; three sisters, Mrs. Romaine Kirkland of Stewardson and Elaine and Helen Joyce Koppen of Mattoon. Mrs. J. C.

Cool Dies At Home in Clinton Clinton (Staff) Mrs. Lulu D. Cool, 65, wife of Joseph C. Cool, tax expert in the office of the Dewitt county clerk, died in her home this morning, after a few days' illness. She was born at Farmer City, Sept.

8, 1879, a daughter of Joseph and Martha Wood, and was married to J. C. Cool, in Farmer City in 1907. She leaves her husband, one daughter, Ruth, at home; one brother, Ora Wood, Clinton, and sister, Mrs. Clara McIntosh, Whitier, Calif.

She was a member of the Christian church. The body was taken to the Helm and Trigg funeral home where services will be held Monday at 2:30 p. m. with Rev. L.

D. Hopper of the Methodist church in charge. Burial will be in Woodlawn cemetery. Hartsburg Boy Dies In Hospital in Italy Lincoln (Staff) Harold Aper, youngest son of Mr. and Mrs.

Harm Aper, rural route 2. Hartsburg, died July 4 in a hospital in Italy as the result of wounds received in action according to a telegram received by his parents from the War department. Ludwig, 69, former Effingham resident, died Thursday, in his home in Terre Haute, where he had lived since retiring as a Pennsylvania railroad foreman. Surviving are his wife, Auguste, four daughters, Mrs. Cornelia Pierce, Wayne, Mrs.

Leona O'Dell, Stonington; Mrs. Helen Storer, Indianapolis; and Mrs. Mildred Davis, Terre Haute: three sons. Floyd, Terre Haute; Harry, stationed with the seabees in the South Pacific; and Wilbur, stationed with the army in India; three brothers, Carl, Columbus, Ohio; Fred, Freeport, and Henry, of Jerseyville, Ill; four sisters, Mrs. Amelia Laatch, Decatur; Mrs.

Minnie Zulke, St. Louis; Mrs. Mary Thoma, Effingham: and Mrs. Anna Harnish. Decatur.

Nine grandchildren also survive. Funeral services will be held Monday, at 9 a. in his home in Terre Haute. The body will be brought to Effingham by Bauer's hearse and additional services will be at the Bauer funeral home at 2 p. m.

Monday. Burial will be in Oak Ridge cemetery. He was a member of the A. F. and A.

M. lodge 149 of Effingham and Masons will be in charge of graveside services. Former Weldon Woman Dies Friday in Silvis Clinton (Staff) Mrs. Kenneth McConkey, 38, formerly of Weldon, died Friday in the East Moline hospital in Silvis. The body was brought to Weldon where funeral services will be held in the Weldon Methodist church Sunday at 3:30 p.

m. Burial will be in the Weldon cemetery. She was born i in Weldon and moved to Silvis in June when her husband became a pastor of the Methodist church. He was formerly pastor at Cooksville and principal of the Ellsworth Community high school. Survivors are her husband and three children.

Sherilyn, Jacquelyn and Kaywin, all at home; her parents, Mr. and Mrs. C. N. Hunt, of Clinton, a sister, Mrs.

Edward Burton, Weldon, and a brother, from Detroit. Mich. Former Lane Boy Killed on Saipan Clinton (Staff) Cpl. Otis Kemp, 21, marine corps, former resident of Lane, was killed in action during the American attack on Saipan island, according to word received Friday by his mother, Mrs. Reno Day, of Chicago, a former Clinton resident.

He was a nephew of Mrs. Gordon V. Day, of Lane. Before entering the service in July, 1942, he was employed by the Illinois Central railroad at Union station in Chicago. Oreana Boy Injured In Crash in England Effingham (Staff) First Lt.

Theodore W. Bean, a nephew of Mrs. A. T. Colborn of Effingham, has been injured in an airplane crash in England and is convalescing in an English hospital, according to word received here.

He had been on several bombing missions and is the son of Mr. and Mrs. J. A. Bean of Oreana.
