This statement was made today by Rep. William L.

Springer as a House subcommittee opened hearings on whether the rating services do what they say they do in measuring audience reaction to TV and radio pro grams. Springer issued a statement on the ratings outside the hearing room. Earlier, he had closely questioned Leroy Collins, presi dent of the National Association of Broadcasters, on the use of ratings by the major networks. developed by our staff in the past 18 months strong ly indicates that ratings are great ly over-rated, Springer asserted. "Second, and perhaps more im portant, the information we had indicates that rating services are not even doing what they purport to do and represent to advertisers and the public that they are doing.

"Thirdly, some of the evidence comes very close to indicating practices that in almost any other business would be considered fraud." He said that "far too much em phasis has been given by broad casters, and the net works, to the rating services." He said that the detail with which -some of the services have dealt is "almost a physical impossibil ity." Collins testified that more ex tensive research was needed to determine whether the rating systems were accurate.
