The case was set ror Saturday, April 8, in Judge Hill's court. KIPP Rev. Mr. Longinbaugh was for a number of years a neighbor and close personal friend of Mr. Munch and In a short biographical sketch recalled many touching recollections of their lifelong friendship.

He told of the great devotion of Mr. Munch to his church and ol the many unseen and unknown benefactions to the many neighborhood churches. Mr. Munch was born in France, near the city of Colman, was a veteran of the French army, having served 9 years. Shortly after the expiration of his enlistment in the army he came to America accompanied by his first wife.

During his life Mr. Munch was a student and master of English, German and French. In the words of Rev. Mr. Lhogin-baugh "He was a man of untarnished Integrity, and was known far and wide tor faithful devotion to his friends and his strict word of honor and the truth.

Also, an idea that Clinton is already under commission form of government, is proven to be a fallacy by oura iL BIB executrix. The real and personal prop a letter received from the Attorney erty is valued at about $13,000. The General of Illinois, by a local cor poration. A COMMON SENSE ADMIN IS TRATION jjffFv If fittest Wt fS Sl MOT CLINTON. April 1 "Will the regular city elections be held?" this is the pertinent question now occupying the minds of the citizens of this city. The activities of the well known politicians who have dominated the city elections in the past have caused a number of the better informed vot-ere to form the opinion that thej-will be held and that two tickets will be in the field.

The "wet" and "dry" Surprise in Store. In all probability on that day the citizens of Clinton will be treated to a surprise. It is said by those Iwho have inside information that two tlckejs be named and that petitions will be filed by the men who are named on these tickets. The action of the city council in calling the election makes evident to some persons in Clinton that the city administration was desirous of hold-, Ing these elections. The explanation of this desire, as given by a city official, is that the present administration, and also the opposition, which met defeat at the last election, hold the opinion that a test case, made on the validity of the commission form of -government law, would find that law void.

Thus the political fraternity which can control the regular elections under "the ward system- government, will be the logical. city officials when the conrmission form of government is decided to be illegal. Should the supreme court of Illinois hand down that decision annulling this law. then the officials who were regularly elected under the ward system of government would resume the duties of office just as if the commission form had never been in force. In the minds of some Clinton citizens, this is the undoubted explanation for the activity of the several political gatherings which have been held in the offices of the leaders of the two factions.

question is expected to' be the cause over which the battle will be fought. There are also strong under cur rents of opinion that the actions of these two factions in Clinton politics is caused by the belief that the law on commission form of government is unconstitutional. The reason given for this is the rumor which has been rampant all over the state of Illinois, that the law was illegally passed by the upper house of the legislature. The Explanation. The explanation of this is that the bill was passed by the lower house and when in the hands of the upper house some minor changes were.

made and the bill passed without its being returned to the lower house for passage in its revised form. A well known authority on this subject has stated that the best legal talent of the city of Springfield has Xlrbola Munch.
