Page Al Obituaries Decatur, Illinois, Sunday, September 8, 1985 sett on ispemidlin KnigMHUddar Nw Strvic WASHINGTON When the Navy said in August that it was resuming business as usual with General Dynamics the cloud of scandal that has hung over the company for months seemed to be disappearing. But now a new storm is gathering. The House Energy and Commerce Subcommittee on Oversight and Investigations, which embarrassed the giant military contractor in the spring with hearings that exposed improprieties in General Dynamics' dealings with the Pentagon, is gearing up for an extravagant fall sequel. Beginning in mid-September, the subcommittee plans a seriesof hearings on waste, fraud and abuse in Pentagon purchasing and on the business practices of military contractors using General Dynamics as a prime example. Starting-with an examination of how General Dynamics tried in 1983 to bill the Pentagon $9,609 for a small wrench used on its F-16 fighter plane's radar, "We're going to lay out in great detail what the system is that allows this kind of thing to happen," chief investigator Peter Stockton said.

He said the hearing would examine the role of Westinghouse Electric which bought the 2-inch-long wrench from a wholesaler for 12 cents and charged General Dynamics $3,205 for it after adding a steel handle to the tool. The subcommittee plans to investigate General Dynamics' use of foreign consultants to sell F-16s overseas, looking at allegations of bribery as well as the broader question of the inducements arms companies offer foreign governments to buy their products. It will also consider the Pentagon's treatment of its most famous "whistle blower," A. Ernest Fitzgerald, and other issues. Stockton and a team of investigators have been working all summer to put together the hearings.

Chairman John Dingell, is demanding that top Defense Department officials testify. Dingell has been feuding with Defense Secretary Caspar Weinberger and Navy Secretary John Lehman for months, and he and Weinberger are already arguing over whether the secretary will testify. Weinberger customarily declines to appear before subcommittees, which number more than 200, and Pentagon officials are distressed because they say Dingell's panel has no legitimate jurisdiction over many of the subjects the hearings will cover.
