16 DECATUR HERALD Decatur, Illinois, Tuesday, June 16, 1959. Steel Parley Will Resume Washington, June 15 (AP) President David J. McDonald of the United Steel Workers today gave assurance the deadlocked steel wage negotiations will resume in New York Tuesday despite a procedural snarl. After meeting with Joseph F. Finnegan, director of the Federal Mediation Service, McDonald told newsmen he and other members of the union's fourman negotiating team will be ready to resume efforts to head off a July 1 shut-down of the industry.

"I have every intention of meeting with them," McDonald said. "I am not proud." The government, poked a tentative finger into the negotiation jam when McDonald conferred with Finnegan at the latter's vitation. A week hence Finnegan plans to talk with top steel industry negotiators. Immediately after his talks with Finnegan, McDonald arranged to have dinner with more than 25 Democratic senators who invited him to present his case informally. The senators also talk with the two, top industrymen next Monday Roger Blough, board chairman of U.

S. Steel and R. Conrad Cooper, chief management negotiator. The snarl in New York which threatened to delay Tuesday's wage talks grew out of the union's demand that the 12 major steel companies be prepared to enter separate negotiations. The industry group refused, saying it would be ready to resume talks on the previous pattern with four men on each side.

Discomfort Index Gets New Name After Complaints Washington, June 15 (AP) Bowing to complaints from weather conscious businessmen, the government today announced a new name for its experimental "discomfort index." Henceforth the Weather Bureau will call it the midity index." A change had been demanded by a number of business groups in resort areas and in cities where the weather is apt to be hot and muggy. They rebelled against the daily reminder that the weather can be anything but comfortable. The bureau said critical newspaper editorials also were a factor in its decision to seck a more popular name. The index is designed to give a single measure of both temperature and humidity--both of which have an important bearing on how people feel. As the bureau says, the index gives numerical values to the common expression, "it isn't the heat, it's the humidity." A bureau spokesman said that while headquarters here is adopting the index, name temperature weather ity stations which publish this date locally may continue to call i it the discomfort index.

It seemed doubtful that many stations would seize this opportunity in view of the policy established by top officials here.
